Overview
· Organisation of Fishing Communities encompasses actions geared to the creation and support of micro-enterprises for fishers, the establishment of cooperatives, and the training of trainers.
· Creation of Infrastructures for Production and Support to Artisanal Fisheries addresses the provision of social infrastructure required for the development of fisheries, such as areas for fish processing, landing sites, access roads, health centres and schools.
· Sustainable Resources Management aims at evaluating coastal resources as well as promoting the replacement of beach netting with alternative fishing methods, the preservation of fresh fish on selling rags, and the construction of cool boxes.
Each sub-programme has a number of projects that are implemented in 14 communities, two in each coastal province. The largest communities and ones most active in fishing are selected. Efforts to include further communities can start from these focal points, and will rely strongly on exchanging experiences and “lessons learned” between the communities. It contains details each project, including information on the objectives, executing agencies, expected outcomes, action plans, costs and monitoring.
Organisation of Fishing Communities
This sub-programme encompasses actions geared to the creation and support of micro-enterprises, the establishment of cooperatives, and the training of trainers.
Creation of micro-enterprises: provides training aimed at empowering fishers with the necessary knowledge on production organisation and costs, as well as basic accounting, commercialisation and management of stock, and human resources management.
Creation of artisanal fishers’ cooperatives and associations: newly created micro-enterprises, along with awareness raising and training, pave the way for the creation of fishers’ cooperatives.
Training of trainers: this project encompasses the training of trainers, targeted at the staff of IPA’s provincial offices, and the training of artisanal fishers provided by the trained trainers. The focus will be on fishing technologies, elementary navigation, biology, fish handling and conservation, safety, equipment maintenance, elementary economics and the management of fisheries SMEs, fisheries legislation, catch sampling and monitoring.
Creation of Infrastructure for Production and Support to Artisanal Fisheries
This sub-programme addresses the establishment of production and social infrastructure required for the development of fisheries, with the aim of assisting communities to increase revenue from fishing and improve their living conditions.
Integrated support centres: these centres will include areas for the storage of fishing material and equipment, tables for fish processing, tanks for fish salting, refrigeration facilities, ice-making equipment, a small workshop for maintenance and repair of motors, installation of fuel and water tanks, generators, and ovens for fish smoking. Schools and health posts will be constructed in areas selected by the fishers and other community members.
Landing bridges: using local materials for the construction, these bridges will provide adequate conditions for fish landing.
Access roads: this project aims to improve access to the communities from main roads or villages.
Health posts: this project intends to improve the provision of health facilities in the communities, through the construction of new health posts.
Schools: this project entails the creation of new schools for children as well as adult training. Adults literacy training will enable access to information vital for fishing activities and sustainable resource utilisation.
Sustainable Resources Management
In order to ensure the sustainable management of coastal resources, this sub-programme assesses coastal resources, as well as promotes the replacement of beach netting with alternatives, the conservation of fresh fish on selling rags, and the construction of cool boxes.
Assessment of coastal resources: this project is aimed at preparing the mapping of artisanal fishery zones, evaluating the stock and the potential of resources, and promoting sustainable management of resources.
Replacement of beach netting: in order to ensure compliance with the legal ban on beach netting practices, this project uses FADEPA funds to distribute fishing material and gear to fishers that own beach netting gear.
Conservation of fresh fish on selling rags: fishers, processors and sellers will be sensitised to the need to ensure proper hygienic conditions in their activities.
Construction of cool boxes for artisanal fisheries boats: this project aims to provide fishers with refrigeration boxes for their boats, thus halting the use of improper containers for the same purpose, and enabling fishing activities for longer periods and in other areas.
